CONFOTUR certification is one of the most marketed features in Dominican real estate — and one of the most frequently misrepresented. Developers and agents use 'CONFOTUR zone', 'CONFOTUR area', and 'CONFOTUR-eligible' interchangeably with 'CONFOTUR-certified', which are very different things.

Red Flags: When CONFOTUR Is Being Misrepresented
🚩 "CONFOTUR zone" or "CONFOTUR area"
Describes the geographic designation, not project certification. A property in a designated zone is not automatically certified.
🚩 "CONFOTUR eligible"
Means the project could potentially apply for certification — not that it has received it. Benefits only apply after certification is granted.
🚩 "Under CONFOTUR approval"
Approval can take months to years. Do not rely on pending certification for a purchase decision.
🚩 Inability to produce a certificate number
Any genuinely certified project can produce a certificate number immediately. No number = not certified.
🚩 Certificate with past expiration date
An expired certificate confers no benefits. Exemptions end on the expiration date.
